GENERAL POSITION SUMMARY:
This is the entry level position in this job group and the incumbent performs duties in operating, monitoring, and maintaining Orenco's contracted commercial and municipal wastewater collection and treatment systems. Works under direct supervision of the Wastewater Collection/Treatment Operations Manager. Performs troubleshooting and repairs as needed in the on-site industry. Major responsibilities of the position include Operations and Maintenance (O&M) contract servicing and management with direct customer interaction, invoicing for all areas of the department, and providing a variety of other support tasks as needed. Responsibilities include maintaining a high level of confidentiality and professionalism.

RESPONSIBILITIES:
Essential Functions:
> Step Collection & Onsite Treatment

  • Performs system start-ups including review of the installation and testing of completed systems.
  • Provides the O&M services of monitoring and maintenance for on-site customers.
  • Performs on-lot reactive and preventive maintenance.
  • Responds to emergency situations with on-site Septic Tank Effluent Pumping (STEP) collection systems.
  • Troubleshoots, removes, and replaces faulty components.
  • Completes and maintains thorough Field Maintenance Reports (FMR).
  • Conducts field investigations to address equipment problems and/or complaints.
  • Interfaces respectfully with the public while maintaining systems.
  • Assists in the development of products with respect to O&M.
  • Troubleshoots system performance both in the field and via the phone.
  • Participates in staff rotation for the O&M On-Call program, requiring periodic weekend and after hours work.

> Lab Services

  • Performs permit required lab tests for contracted clients and Orenco Research and Development(R&D).
  • Prepares permit required lab reports.

> Trains in use of Orenco controls programs to gain working knowledge in order to independently and successfully perform tasks upon promotion to Field Service Operator II.
> Trains in sampling and lab testing procedures and protocol in order to assist with lab work.

> Administrative

  • Prepares correspondence, reports, forms, work orders, and specialized documents related to the organizational unit to which assigned from drafts, notes, brief instructions, corrected copy, or dictation. Proofreads materials for accuracy, completeness, compliance with departmental policies, formatting, and correct English usage, including grammar, punctuation, and spelling.
  • Coordinates new O&M contracts with contractors, installers, and customers.
  • Maintains O&M spreadsheet and files, updates scheduling calendar.
  • Coordinates and processes O&M monthly site-visits.
  • Receives, troubleshoots, manages, or routes O&M calls and messages.
  • Assists customers with account information inquiries.
  • Prepares and reviews Discharge Monitoring Report (DMR) and Department of Environmental Quality (DEQ) reports with the Wastewater Collection/Treatment Operations Manager.

> Financial Tracking

  • Reconciles O&M VISA statements.
  • Monitors all O&M customer accounts.
  • Accounts Payable: Creates, tracks, and prepares invoices for O&M department and coordinates with the accounting department.
  • Accounts Receivables: Researches and remedies customer account problems.
  • Posts payments to customer account records for O&M.

> Recordkeeping

  • Maintains O&M contract database and files.
  • Maintains Standard Operating Procedures (SOP) for O&M.

> Hazardous Waste (HW) Management Training
Is trained in the following hazardous waste management procedures:

  • HW accumulation regulations
  • Management of HW containers and tanks
  • Properties of HW generated at Orenco facilities
  • Waste reduction and minimization concepts
  • Facility HW management protocol
  • Annual emergency response training

> Regular attendance is an essential function of this job.
> May perform other duties as assigned.

EDUCATION:
High school diploma or equivalent required.

KNOWLEDGE/SKILLS/EXPERIENCE:

  • Must be able to obtain the Oregon On-Site O&M Certification within 4 to 6 months.
  • Basic knowledge of electricity and be able to complete the state of Oregon's Limited Pump Installation Specialty Contractor's License within 6 months.
  • Possess basic knowledge of the principles, practices, and techniques of modern wastewater treatment.
  • Basic knowledge of wastewater treatment plant equipment and its operation and maintenance.
  • Basic knowledge of standard laboratory procedures and analysis.
  • Thorough knowledge of wastewater safety hazards and precautions.
  • Basic knowledge of collection system hydraulics and pumping equipment.
  • Ability to learn how to troubleshoot all types of Orenco systems.
  • Ability to meet and deal effectively with coworkers and the general public, communicating in a professional, courteous, and customer service oriented manner.
  • Must have a high level of interpersonal skills to handle sensitive and confidential situations in a discreet and responsible manner.
  • Ability to perform strenuous physical labor in all weather conditions.
  • Skilled in the use of power tools.
  • Bondable by the company to collect cash from customers.
  • Must have satisfactory driving record, maintain valid Oregon drivers license, and current insurance on personal vehicle if used for business. Must meet company insurability requirements.
  • Ability to be flexible and change priorities with little notice.
  • Ability to follow oral and written instructions.
  • Ability to work independently.
  • Good written and verbal communication skills are required.
  • Ability to use a computer with practical knowledge of Microsoft Office.
  • Ability to prepare reports, records, and statistical data.
  • Must be detail minded with strong organizational skills.
  • Good math skills.
  • Attends other trainings as necessary.

WORKING CONDITIONS:
Indoor/Outdoor working environments with occasional exposure to chemicals and and daily exposure to wastewater, some requiring proper use of personal protective equipment (PPE) including but not limited to gloves, face shields, respirator, and masks. Respirators are available, and may be worn, if medical certification and proper fit training are completed. Clerical job duties require some time spent in a typical office environment. Frequent operation of a motor vehicle as extensive travel may be required.

PHYSICAL REQUIREMENTS:
Seeing, hearing, speaking, reading, writing, keyboarding, periods of viewing a computer screen, sitting, standing, walking, bending, squatting, and climbing stairs. Occasional operation of a motor vehicle. Regular job duties include frequent unassisted lifting of 20-50 lbs. and occasionally up to 70 lbs. Lifting over 71 lbs. must be assisted.
